Philips just came out with the Luxeon K2, a 5.8W 140 Lumen LED, their brightest yet (can be driven at 1.5A, but requires 3.8V). 3W Luxeon V at 80 lumens, 1W Luxeon III at 33 lumens. HID/Xenon bulbs requires lot of power for the light they give out in return, but they can also get very bright compared with LEDs.

There are brighter flashlights, but they use power sources I don't want to recommend. 4W: in a room with a 60W light bulb on, this will put a nice bright white spot on the wall. I can even see the light through the black plastic of a cd jewel case. don't shine it in your eyes though - you'll see spots afterward for a while and it's too bright to look at.
